The Metropolitan Council needed to raise awareness and garner support for their plans for anticipated growth in the metropolitan area. Larsen created the tagline Take Charge Twin Cities, along with an eye-catching, content-rich, four-page newspaper insert outlining issues facing the Twin Cities region. Readers were encouraged to vote — by mail, online, or 800-number — for the scenario that best reflected the future they desired. The campaign generated a healthy response and data for future decision making.
